After consultation with Peking and Canton/state
that in present circumstances compliance with Sun's request for loan of Hong Kong officers (your telegram
9th May) would be generally regarded as a measure of
eympathy and support almost amounting to recognition;
سة
continuation of our attitude of friendly neutrality
as hitherto maintained is preferable. I cannot there- 2 fore approve your proposal as to loan of officers.
